Thirty years ago, Anglo-American politicians set out to make the public sector look like the private sector. These reforms continue today, ultimately seeking to empower elected officials to shape policies and pushing public servants to manage operations in the same manner as their private-sector counterparts. In Whatever Happened to the Music Teacher?, Donald Savoie provides a nuanced account of how the Canadian federal government makes decisions.

Savoie argues that the traditional role of public servants advising governments on policy has been turned on its head, and that evidence-based policy making is no longer valued as it once was. Policy making has become a matter of opinion, Google searches, focus groups, and public opinion surveys, where a well-connected lobbyist can provide any answers politicians wish to hear. As a result, public servants have lost their way and are uncertain about how they should assess management performance, how they should generate policy advice, how they should work with their political leaders, and how they should speak truth to political power - even within their own departments. Savoie demonstrates how recent management reforms in government have caused a steep rise in the overhead cost of government, as well as how the notion that public administration could be made to operate like the private sector has been misguided and costly to taxpayers.

In The White Man's Gonna Getcha Toby Morantz examines threats to the cultural and economic independence of the Crees in eastern James Bay. She argues that while their eighteenth- and nineteenth-century fur-trading relationship with the Hudson's Bay Company had been mutually beneficial, Canada's twentieth-century interest in administering its outlying isolated regions actually posed the greatest challenge to the Cree way of life. Morantz shows that with the imposition of administration from the south the Crees had to confront a new set of foreigners whose ideas and plans were very different from those of the fur traders. In the 1930s and 1940s government intervention helped overcome the disastrous disappearance of the beaver through the creation of government-decreed preserves and a ban on beaver hunting, but beginning in the 1950s a revolving array of socio-economic programs instituted by the government brought the adverse effects of what Morantz calls bureaucratic colonialism. Drawing heavily on oral testimonies recorded by anthropologists in addition to eye-witness and archival sources, Morantz incorporates the Crees' own views, interests, and responses. She shows how their strong ties to the land and their appreciation of the wisdom of their way of life, coupled with the ineptness and excessive frugality of the Canadian bureaucracy, allowed them to escape the worst effects of colonialism. Despite becoming increasingly politically and economically dominated by Canadian society, the Crees succeeded in staving off cultural subjugation. They were able to face the massive hydroelectric development of the 1970s with their language, practices, and values intact and succeeded in negotiating a modern treaty. This detailed portrait of twentieth-century Canadian colonialism will be of interest to native studies specialists, anthropologists, and political scientists generally.

When thirty-eight jetliners bound for the United States were forced to land in Gander, Newfoundland, on September 11, 2001, due to the closing of United States airspace, the citizens of this small community were called upon to come to the aid of more than six thousand displaced travelers.

Roxanne and Clarke Loper were excited to be on their way home from a lengthy and exhausting trip to Kazakhstan, where they had adopted a daughter, when their plane suddenly changed course and they found themselves in Newfoundland. Hannah and Dennis O'Rourke, who had been on vacation in Ireland, were forced to receive updates by telephone on the search for their son Kevin, who was among the firefighters missing at the World Trade Center. George Vitale, a New York state trooper and head of the governor's security detail in New York City who was returning from a trip to Dublin, struggled to locate his sister Patty, who worked in the Twin Towers. A family of Russian immigrants, on their way to the Seattle area to begin a new life, dealt with the uncertainty of conditions in their future home.

The people of Gander were asked to aid and care for these distraught travelers, as well as for thousands more, and their response was truly extraordinary. Oz Fudge, the town constable, searched all over Gander for a flight-crew member so that he could give her a hug as a favor to her sister, a fellow law enforcement officer who managed to reach him by phone. Eithne Smith, an elementary-school teacher, helped the passengers staying at her school put together letters to family members all over the world, which she then faxed. Bonnie Harris, Vi Tucker, and Linda Humby, members of a local animal protection agency, crawled into the jets' cargo holds to feed and care for all of the animals on the flights. Hundreds of people put their names on a list to take passengers into their homes and give them a chance to get cleaned up and relax.

The Day the World Came to Town is a positively heartwarming account of the citizens of Gander and its surrounding communities and the unexpected guests who were welcomed with exemplary kindness.
